Beta release for CraftBukkit 1.4.6 (beta).
(This is a development build belatedly promoted to beta.)

Beta build: though severe issues seem to have been fixed, it might still contain others.

• Compatibility release (beta) for 1.4 (1.4.6, 1.4.5, (1.4.2)).
• Adaptions and fixes: combined.yawrate and combined.improbable.
• Adds a "strict" flag to the configuration of blockbreak.fastbreak. Similar to inventory.instantbow, setting this to false will lead to taking the time between two block break actions, not from interaction to breaking.
• The chat.logins data gets erased with reloading the configuration.
• Updated some permissions in the plugin.yml.
• Some internals, like using a logging utility where appropriate.

The documentation on the BukkitDev pages might need a bit of updating.
Consider having a look at the pages describing the configuration, including the dev pinboard. In case of trouble make a support ticket or ask/complain on the main page.

Users of mcMMO, Citizens, MachinaCraft should consider using CompatNoCheatPlus as well to make most features compatible.

There might be issues left, such as the improbable check or yawrate (anti fight-bot) being naughty in the presence of lag.
