What is NewPlayers?
NewPlayers is my take a Welcome plugin dedicated to the new players of your server. At the moment, NewPlayers is in beta v0.5 and does not have all of the customization options that will be in the Release of v1.0. NewPlayers is going to redefine the definition of full customization with its many features to control how your players join the server for the first time.
Configuration

Color Codes
Commands
- /newplayers reload - Reloads configuration file in-game
- requires newplayers.reload permission node
Future Commands
- /newplayers setspawn - Set the spawnpoint for players on their first login to the server
- /newplayers motd - Sends the MOTD (set in the config) a new player wil see upon first login, for testing purposes

It welcomes only new players that do not have a .dat file saved within the world. If it is welcoming every player that joins your server, new or not, it might be because you did not specify the world they spawn in, in the config file.
ok i go it installed, it looks ok. Does it welcome everyone or just NEW PLAYERS? It seems to welcome everyone, i'll double check
I think the setspawn command could go. It's pretty stnadard with bukkit servers. Might conflict with other things too. I have Multiverse Core and CommandBook both setting spawns already :) I'll try this plugin tomorrow tho, i've been looking for one for a while. Are the kits taken from the commandbook kits?
Feel free to make a suggestion in the comments here :) As NewPlayers is only in beta v0.5, there are only a few features enabled. I start heavy working on this plugin to push out its final release.
