After setting up an arena, and joining with the join sign, /hg vote does not work and says you need to be in a game to do it.??? When you try and force start, it says you don't have enough people(even though in the config you have min players set to the right amount.) Then, when someone leaves the game from within the arena and joins back in, they are still at their last location and can grief the arena! Using latest version.

Post your config.yml and your game.yml

So, a few things:
1) /hg vote is only needed if you have auto-vote set to false.
2) Make sure you have added spawnpoints and that people have joined?

While they are in the hunger games and they leave the server, when they join back on the server they are in the exact area they were when they were in the hunger games
