Itemconfig changing and not excepting #83

What steps will reproduce the problem?
1. Install once
2. See itemconfig(looks normal)
3. reload and its changed to a smaller bit
4. If you try and add stuff to it, it rejects it, no matter the format.
If anyone can provide an example w/o all the # marks that would be great.
Basically the format start off right but on server reload, it changes and every kind of format does not work and resets it again.

This bug is confirmed.

Do not use /reload.

It will automatically remove the # on start-stop. W/o #: http://pastebin.com/dmGRucPN
