What is the enhancement in mind? How should it look and feel?

A way to make a command usable, but not allow it to activated again until the time is up.

so adding '[d15m]' as a muco command line would lock that particular command from being used for 15 minutes. It would be fairly useful. maybe add another variable to it like '[dc15m]' and it would lock it from even being executed from console. or maybe even some other way to prevent a /muco <list> from being activated to often.
