1. Ability to reload the config on the fly with /mtreload
2. All permissions now start with monstertickets

4. Added monstertickets.mod.spy permission node so mods-in-training can see how to properly handle tickets
5. Added the ability to close tickets that are open but not claimed with /close (id)
6. Added the ability to close all tickets with /close all

3. A bunch of check added when claiming a ticket to make sure the ticket is valid
4. Fixed a bug when a player disconnects the ticket glitched and stayed open
