Ok so my server has races as the basis of its RPG/leveling system. We have 6 different races and something my players have been requesting is a way that their races can have a leader. We also use a clan system and heroes. The clans are like a cooler factions plugin without chunk protection. If you don't know what heroes is then you'll just have to look it up. Anyways my issue is that I don't want elves to be able to have an orc king. What I was hoping for is a sort of dynamic permissions system that would establish monarchy "channels" that only those with that permission would be able to participate in. Examples:

monarchy.user.orc - Orc can become king and have other orcs join his monarchy etc.
monarchy.user.elf - Elf can become king and have other elves join his monarchy etc.

If player has both permissions can participate in both channels.
