This plugin's functionality has been incorporated into Mobs. Please switch to Mobs instead of this one (Mobs is much better anyway :) )

Not spawn but death. So you can set it so that certain drops will happen when it's raining at the time of death, or the mob/player dies in a certain biome, at a certain height and at a certain time.
Later tonight I'll put up a full list of what can be done (it really depends on Bukkit).

Is a Worldguard region just a name? I'll have a look at the plugin. The update I'm working on at the moment adds a huge amount of customisation to the mobs, so many more things will be possible soon.

Not sure about the fish to be honest. I haven't tested most of these mobs. Basically I just match the class of mob to the config file to see if it's there. This avoids hardcoding lots of if (entity instance of ...) in the code.
That's also what the 'depending on Bukkit support' means. Villagers, for example, didn't get registered for their death event until a couple of days ago.
awesome! another suggestion would be to add mob states. like Pig and PigSaddled, wolves tamed angry neutral, etc.. just for more customization but only if ya got the time or even worried about it. thanks alot for your time.
hi, thank you for making and publishing this plugin, i will try this out after rb for 1.0 comes out on bukkit. currently i am using otherdrops for custom mobs drops, and i owuld like to give this a shot. one quick question tho, is there a way to flag an item as exclusive. in example i want to give all my mobs a chance to drop gold but i would also like a setting that if "specialitem" drops, then all other drops for that mob would be cancelled except the chance of gold. so i could add set pieces to mobs but if an item from the set drops, then, all other drop chances are cancelled.

Previous config files will no longer work so please check the other pages for some examples until I can finish the tutorials.
It's now possible to set a limitless amount of conditions to decide if and what the mobs will drop.

Wow this plugin sounds very good, i will test it tomorrow! Is there any chance this could support WorldGuard Regions? ;)
LOVE this plugin, it's making my zelda-like server just that more interesting. I do have a question however - what is the "fish" mob?

Currently it can't do what you said but I like the idea and it's easy to add so the next version (very probably tonight) will do that.
