It makes more sense for ice arrows to completely stop them and webs to slow them down. What happens in-game when you walk through a cobweb? It doesn't completely stop you, it slows you down. What happens in real life when you walk into a cob web, it slows you down (only to brush it out of your face, eyes and hair frantically in fear of a spider biting you). In no sense of reality does it make sense for a cobweb to completely stop you, and ice to only slow you down. Not to mention, the ice arrow would make you "frozen in ice" if you catch my drift.

I don't know if this is possible, but explosive arrows? Basically instead of crafting an arrow normally, you combine slimeball + flint and steel + gunpowder to make an explosive tip, then make a normal arrow recipe, but replace the flint with the explosive tip. The explosive arrow does both block damage(configurable, a bit smaller than creeper sized damage), and damages all non-player (configurable) entities in a 3-5 block radius. It is shot using a normal bow. If it is not possible to make the arrow explode upon collision with ground, make it only explode upon collision with an entity. Upon explosion, the arrow is destroyed (or if not possible, just turned into a normal arrow).

The recipes are as follow:

Explosive Tip (shapeless):
SLIMEBALL + FLINT&STEEL + SULPHUR

Explosive Arrow:
EXPLOSIVE TIP
STICK
FEATHER

I think this would also give those useless items, such as slimeballs, more uses. Sulphur was given a another use in 1.4.7 with the addition of fireworks, however, those aren't very useful. And the flint and steel would make the item more valuable, being it would be harder to craft (due to the lack of stackability of the item), and also being it consists of iron, which is generally one of the most used resources so players don't have tons of it lying around to spare. Which is why I would recommend a 5 block radius, if possible though, do like creepers and make it more damaging towards the epicenter.

Could you make it so that you can specify new items inside the config file like this:

items: name: Holy Bow itemID: 261 durability: -1 recipe: shape: ABC,BDC,ABC A: null B: stick C: string D: diamond effecttypes: {ArrowHitDamage,20}
