Fixed bugs found in 0.3.0, improvement of various features.

Changelog:

• Fixed commands still executing even if the sender had insufficient permissions (whoops!)
• Moved CommandManager responses to phrases
• Fixed caveats with /mrl set
• Fixed /mrl p1 and /mrl p2 not responding with anything if the argument is not -feet
• Added aliases for various block types the Bukkit matching methods fail to handle, i.e. 'diamondore'
• Added /mrl about to show version and author information
