Chat

• Server broadcasts that have been dispatched by commands can now be relayed*
• Mod-channel can now be toggled to be a one way text channel.
• Chats are now categorized (following Discord's footsteps).

*Broadcast relays are not yet supported on lower versions of BukkitAPI (1.11.x and lower)
