What steps will reproduce the problem?
1. Dicover / generate new land
2. See the count for "moving storage minecart go up
3. See the ownership of those minecarts change with users logging in and out

What is the expected output? What do you see instead?

I do not expect those minecarts to show up in minecart mania. Alternatively having them removed from the list when the chunks unload.
Also do not expect them listed as moving.

On top of that, removing them is a disaster for the server, which causes massive lag. MM loads every single chunk and removes the cart. After the first run, half of them are still in the list. You have to run it several times to get rid of all of them.

Those are always going to show up in minecart mania, I can't separate out the naturally-occurring minecarts. I will look into the owner/moving issue.
