    Well, i just downloaded your plugin ( Thank you very much! ) and i created a map Named "HungerGames" to play on, but as an OP,
    I just can't destroy another block than the default block ( 18 - Leaves ).
    Maybe you could add an option for OPs to be able to break anything they want?
