MCTowns
MCTowns is a powerful way to manage towns.
- Create Towns, assign them Territories, and let mayors divide them up into Plots on their own.
- WorldEdit backend means you can use WorldEdit CUI and all of your favorite WorldEdit commands to create regions of any size and shape
- WorldGuard backend means lightning-fast performance and rock-solid stability
- Mayors can restrict town membership to only people they invite, or open it up to anyone who can afford a plot
- Saves you time and reduces the workload on your moderators!
- Mayors can manage regions within Territories that have been assigned to them
- No need to ask a mod every time someone wants to join your town, or you need a new plot created.

Basic Commands
- /mct -used for adding and deleting towns, querying basic info, etc
- /town -used to manage towns, including inviting players and adding territories
- /territory -used to manage territories, including adding plots
- /plot -used to manage plots, including adding players to plots
Metrics Collection
MCTowns tracks some stats about who uses it. They're primarily for me to feel good about myself when I see people are actually using what I make, or (in the case of bug reports) are so that I can improve the plugin so that I can continue to feel good about myself when I see people are using the plugin.
MCTowns uses MCStats. To learn what is collected and how to opt-out of collection, see the following official MCStats page:

Is there any way to wage war with this plugin or is it just for protection?
In order for the user to buy terrorities - does there need to first be a WG region preset by admins?
2.3.1 will be a bugfix release, coming out later this week or early next.

MCTowns does use WorldGuard to protect regions that are inside a town.
If you are not the owner of the plot or a mayor in the town, you will not be able to change things in the plot.
It's not currently possible to control who can make plots. Mayors can always make plots.

Not right now. I'm not sure if Towny has enough things in common with MCTowns that I could meaningfully convert Towny regions into MCTowns regions. If you think this is a feature you'd like to see, open a ticket with the button on this page next to the "Download" button. You'll need a GitHub account, but they're easy to make.

Well, that's kinda intentional. Ordinarily, you wouldn't want people to be able to just run amok, building dirt towers wherever they please...
That said, there's no official way to do it. However, if you get your hands dirty with WorldGuard, you can definitely make the raw regions do that. For each plot, clear its parent (this way, only owners can build in the plots). Then, add everyone to the territory.
So, it's possible, just not very clean.
Is there a way (on default town creation) to allow all members of the town to build anywhere that isn't a plot, and then have only the people who own the plots build in them
For example. There is a town called 'New Minetown', and in this town, there is a plot named 'plot1'. If bob owns 'New Minetown', and then invites jeff and bill to join his town. Now, bob, jeff, and bill can all build anywhere in 'New Minetown' terrirtory. However, when jeff buys a plot, only jeff and bob can build in that plot. Jeff can build in plot1, because he bought it. Bob can build in plot1, because he owns the town. Bill, however, cannot build inside the plot, because he doesn't own it. Does that make sense?
Currently, members of towns cannot build anywhere except in plots they purchase.

The latest version supports 1.6.4.
I can only pick three versions to list for each file, and since 1.6.4 isn't a RB yet, I didn't list it. But it works.
I'll go replace 1.5.2 with 1.6.4 in the listing.

Yep, known issue, it should only occur in v2.3.0 RC2. It should be fixed in the released version.
