EMERGENCY BUGFIX

- Fixed bug where players had access to mine commands regardless of permissions. How can I be so stupid?

This update is unscheduled.

Note: I have been working on a few features for 1.2 (the shop system). However, although it is nearly done, I am not releasing the shop system in this update. I only released signs because I thought it was a feature that should have been included from the beginning! That is why when you do /prison info, it shows Signs as Coming soon.
