What is the enhancement in mind? How should it look and feel?

Is it possible to configure the plugin so that different commands have different settings?  For example, I think that a decision to set the time to daytime should be something just a couple players could do, but banning a player should require a larger number of players and a higher percentage of agreement.  Is this already possible?  If not, could it be added?
