What steps will reproduce the problem?
1. I deleted ALL wands
2. I added a wand name "Baguette"
3. I followed all the steps to add a new wand
4. I reloaded the plugin (only)

What is the expected output? What do you see instead?
But when I reloaded the plugin, it says "Your wandconfig is either outdated or edited. Please type '/ms update wandconfig' to update it. But i dont want to update it ! So, how create new wands ? (I don't create new spells yet but i think it's the same for spells")

What version of the product are you using?
The version 1.62 (last release for CB 1.3.2)

Here you can see the wand in config.yml :

I didn't deleted any spell.

Solved : I reloaded the server (completely) and it works fine !
