Once again this build is still in beta, and be sure to back up your config before updating.

• Re-added sign updates with time. Along with this you can right-click your current lottery signs and it should register just fine.
• Re-added sign formats, which like before, can be found in the config.
• Fixed glitch where players did not receive their rewards when claiming.
• Added lottery variable "tax-account" which set to an account, from your server's economy, which will receive all tax funds from tickets and the pot.
• Fixed "/lottery reload" command not sending a message when done.

May contain some minor/major bugs
