update: fixed a few bugs so its not unuseable

using a brand new system to work much better than before. 

Treat this more as a development test build and many features will be missing.

Permission: "LimitedWorldEdit.bypass" : Allows player to bypass LimitedWorldEdit

Commands: none at the moment

This build only supports WorldGuard.

Create a region /region define test

add player as owner /region addowner test playerName

Try out using worldedit commands in the region and overlapping outside the region.

It should support every worldEdit command, set, replace, changebiome, sphere etc.

It wont support //up at the moment so be careful when giving that to your players.

Again. Treat this as a development build. please post comments on feedback, any issues and suggestions as this will greatly help in the development of this plugin
