Have you ever wished that the players with full diamond armor would stop killing players who are just starting out?
With this, every time a player kills someone, they get a "level". So say if a player is level 25 (they killed 25 players), they can't hurt players level 1-22 and 28-1000. So they can't hurt players levels three lower or higher than them.
Why make it so they can't hurt higher levels? Simple. Imagine if you were a higher level and you couldn't hurt the lower levels. The lower levels could hurt you all they want and you can't hurt them.
Just had a quick suggestion maybe when you are at war or something like a PvP arena to have a command to allow pvping with all levels such as "/pvpall" or something else idk I hope you consider adding this into the plugin.

So it's like the Runescape wilderness system (or was, I haven't played for years).
Why not take this semblance further: the level gap increases the further a player is from spawn. This means newbs at spawn are protected completely but players out searching for strongholds are fair game.
Only the good plugins are in the planning stages..

Also thats is not a problem, he can add a message while u hit the enemy like ''u cant hurt that player cuz he is lvl X'' and thats enought =)
The only thing what i suggest u is be able to enable/disable the plugin with a command of OP's, cuz that gonna be annoying for PVP Arenas
I like the idea of reducing victimization by players with awesome equipment versus those with no way to defend themselves, but the trouble with this system is that you can't tell what level someone is by just looking at them. So you don't know if you can PvP or not until you try.
Also, it seems unfair for a "high level" person to be vulnerable to low levels. Just because they're low level doesn't mean they don't have diamond swords. It seems like overall, this would discourage PvP in general because if a player kills other players, he becomes increasingly vulnerable because he can damage fewer other players, while they can damage him. That's not fair.
I suggest instead examining equipment the players are wearing at the time of the PvP. For example you could award 1 point for a wooden sword, 3 points for stone, 5 points for diamond. Similarly for armor. If two players are similarly equipped, then they can PvP each other. Otherwise, they can't. This is a lot more fair, and it has the benefit of visibility. If I'm in diamond armor and I see another guy in diamond armor, I know that I can engage him because he's a fair fight.
