• Removed the "Modify signs around player's name" setting in the config
  
• Fixed the plugin logging the player's message for however many people received the message

• Added option to not allow the plugin to modify the signs around they player's name
  
• Added option to change the character the player has to put before their sentence to send the message globally
  
• Added option to send messages globally if you don't put a sign before your message, and send them locally if you do
  
• Added permissions for allowing users to send messages globally and seeing all messages
