Major changes to config file and structure. Update your lotteries to the new format.

• Added per-item amount
• Ability to reload config from in-game
• New default percentage, specify a default percentage if none is given
  • Only used if given a bad percentage or in the case of a missing percentage.
• Bounds check for illegal values for default and given variables.
