Changes in this update:

• Added a config node for disabling teleporting on unjail, as requested.
• Added a reload command to update manual changes made to the config file.

• Cannot edit reason after player is jailed.
• On the rare occasion, when a player is unjailed, their groups are not returned. Haven't notice this happen on mutli-group users. More than likely is occurring for default group users.
