• Changed the plugin from checking the rods name to checking the rods lore

• Changed /lrreload to /lr reload
• Added the /lr help command
• Added the /lr spawnrod command
• Updated the permissions

* If a rods use cost is above 1 and they only have 1 rod left, it will still work, but only cost 1 rod
* Players can use the /lr spawnrod command without a real rod ID and get a blaze rod with weird lore
