What is the issue?

I have put this plugin into my server plugins started the server and it does not activate I run a 1.6.2 server and it wont work I have downgraded to 1.5.2 did the same thing and same result I was wondering if this plugin has any dependencies or if it is a conflict with plugins these are the plugins I run:

anyway I was wondering if one of these is conflicting or I need something else
