• Implemented better handling of configuration values. No longer reads on runtime.
• Implemented preservation of FallDistance and Velocity.
• Added permissions.

This updates default world files! Make sure to check out the new default files in the Help Topic for more configuration options!

• Entities will just reappear in the same world for no reason. See https://bukkit.atlassian.net/browse/BUKKIT-1496
• Teleporting will not empty out space around the target point anymore. I need to figure out another way of detecting if the entity can teleport or not. For some reason players don't always end up in the targeted block.
