ItemUseRestrictedInsideOtherClaims updated to block Tekkit Lite wrench grief in protected claims (see updated config)

To block the Tekkit Lite wrench, you must be running MCPC+ #197 (or greater), without that it will not block wrenches from grief.

Otherwise you can still block normal Vanilla Minecraft Item Use in protected claims.

ONLY block id's are supported currently, META info is not yet supported ex: 750:1543
