This plugins rocks, but can you add a feature so that heads only drop in a specific world etc. like I have the world "Spawn" and "Factions" and I want to disable head drop in Spawn. Thanks

Some, I'll post a fix sometime today. Should be approved by tomorrow. Which version of Bukkit and of my plugin are you running?
Edit: I tested the latest version of my plugin (1.2.2) with the latest development build of Bukkit (1.4.5 R0.3 from December 9th, 2012) and all the commands and functionality are working properly. With this latest version I did have to rework a few segments of code, which I believe is where the error is coming from. If you could post which versions of my plugin and Bukkit you're running, I can confirm this. If you're running the newest version, on an older server version, try running the previous version of my plugin marked v1.2.1 for CB 1.4.2-R0.2 Nov 14, 2012, in the right column, underneath the download link.
Double edit: I see you are indeed running v1.2.2 of my plugin, from the error you posted, but my above suggestion still holds, I believe.

Did a test with chances set to 1%. Killed 100 skeletons, got two heads. So it looks like everything is just about in order. Could you forward me a copy of your config.yml via pastebin or some similar tool?

That would explain it, as we run the same plugin. Though I'm not too familiar with it's configs. I'll see if I can find a solution.
i dont think the chance is working properly because i set it at 1% and they still drop regularly
I've been doing a couple of tests & it's definately caused by the plugin "Orebfuscator" but I can't set the config to block changing the skins head into a skull :( Any advise maybe?

I've seen this, first hand. While I am not certain, yet, I believe this to be bukkit. My plugin does not interact with the heads in any way after they are generated. If it works itself out in the coming bukkit builds, I wouldn't be shocked. Otherwise, I will look into it more.
I have reports, as well, that breaking the heads will restore them to a human head, with the current information (Not confirmed by me yet).
On my server the heads turning after a while into white skeleton heads :(

@ThisUsernameIsMine The issue with heads becoming wither skulls (or any other sort of head) is a Bukkit bug, not a bug of this plugin. That said, I'm going to provide a temporary fix for this until Bukkit catches up.
Where is the second issue? (Sorry if I'm being dense)
Two problems: (one is mentioned under Notes)
The other problem: If a spawned player head is placed in the water, it turns into a Wither skull :-o
