If you are updating from a version before 2.1, you must delete your old config.yml

• fixed an issue where even if the player was not allowed to break blocks in an area, they could get the head
• allowed use of decimal values in the configuration (ex: zombie: 0.5 now has a 0.5/100 chance instead of a 0/1`00 chance)
