    What is the problem?
    Hawk preview allows players to apply the preview

    What steps will reproduce the problem?
    1. I give server mods the ability to preview a rollback to report to admins
    2. Mods also get the ability to apply the preview
    3. It would be awesome if /hawk apply also had a permission that needed to be assigned, so low-tier staff cannot cause damage to the server.

    What version of HawkEye are you using (shown in console during start-up)?
    1.1.0
