Features

Permission Nodes
- hc.cmd.carry - The ability to pick up and put down handcuffed people.
- hc.cmd.cuff - The ability to handcuff someone using a command.
- hc.cmd.free - The ability to free someone using a command.
- hc.cuff - The ability to handcuff someone using config specified tool.
- hc.free - The ability to free someone using config specified tool.
- hc.immune - Person is unable to be cuffed or carried.
- hc.force - Use /hc fu|fc
Commands
All server commands should be executed without the symbols: <> = Required [] = Optional
- /hc carry <part of name> - Picks up and drops handcuffed player within 5 blocks of you.
- /hc cuff <part of name> - Handcuff a specified player.
- /hc free <part of name> - Free a specified player.
- /hc fu <part of name> - Force uncarries a player
- /hc fc <part of name> - Force carries a player
Additional features in the fork
- Remove permissionsEx dependencies
- Allow you to remove distance restriction when carrying players
- New commands: /hc fc and /hc fu which allow force carrying/uncarrying without cuffing first (see above)
- Updated to support CB 1.3.2

It should force them to start walking instead of running. You can also completely stop them from being able to move by adding: stopMove: true To the config file (in version 1.3.2)
When I cuff a player they can still run? How do you fix that? they just get spammed

I know this might not make perfect sense or even make things too complicated, but I thought I would throw it out there. I'll try and make my ideas clearer (or this could just confuse you worse).
2) <snip my stuff> Configurable item + percentage? Ya so you have in the config the item id (+ data value?) for the lock picks and a number (the percent chance of success), maybe like this:
As for the blind fold and gag I realized my explanation couldn't have been more vague unless I just wrote 'gag and blind fold', sorry. They should both work like cuffs, with an item and/or command that you use to activate and deactivate them the effects. I understand that the poison effect needs a timer, so the timer could be set to something like 5 seconds and if the command or item used to un-blind the player hasn't been used then reapply the poison effect.
If you really wanted to have fun, setting the blind fold item to black wool and force it as a helmet (like the hat plugins) that would be funny, but unnecessary. I imagine it like a hood forced on the victim's head.
Hey man! I just wanted to say AWESOME plugin and wanted to throw in a suggestion.
As this plugin is I'd only give it to my moderators/admins because it's a pretty powerful feature, so could you add some features so that I can maybe allow players with less permissions to handcuff people as long as certain requirements are met?
My idea was if a player has low enough health or hunger (a configurable amount preferably) then they'd be able to be handcuffed by certain players who have permission to do so, but only in this particular case.
That way people could beat each other down to a certain degree and then take 'em into custody themselves! I think this would give the plugin a lot more use! (sorry if I explained that badly. :P)

@fuzyfeet Thank you for keeping this going. I'm trying to make an RP server with PvP but make it so that killing a player has consequences. I want to have alternatives to out right killing, and this helps a lot. I have a few suggestions (figures right) for a more RPG feel:
1) Multiple cuffs (with damage values) and keys (for each cuff, not all cuffs). This is more so you could have string be one and it can be burned and cut off with shears, and iron ingot (or something else via MoreMaterials or the like) be another that isn't burnable and opened with a gold ingot (or again something else via MoreMaterials or the like). Yes, this is a long-term goal
2) The ability to pick the lock. An item that only has a percent chance to free someone that is cuffed. With a permission of course. Configurable item + percentage?
3) The ability to get free from cuffs. A command (with permission) that a cuffed person can try, that has a percent chance to get free, or even a percent chance set via a permission like 'hc.escapechance.#' so different groups/individuals have better or worse chance.
Edit (thought of two more things):
4) Blind fold. An item that puts the blind poison effect (since we can't blank out a player's screen yet). How long for? Infinite?
5) Gag. Stops players from talking (normal chat, /say, /em, etc.), but not commands. Would this be an item or a config option? I've implemented this as a config option for all players at the moment, but this could be changed.
