There are plenty of item drop managers for block break events... however, I was told that there wasn't one where you could set the drops per group (through permission nodes).... And apparently there wasn't one... So, this was done by request of Ny Verden Production. Put this together in an hour, so, it's pretty bare bones.

Sorry, no. Leaf decay is an entirely separate event that is not handled by this plugin.
This plugin is strictly for modifying the drops of a block destroyed by a player, based on the player's permission nodes.
However, the Fruitful plugin looks like it might do what you want. Have a look at their configuration and test it for yourself, specificly:
no_decay - Prevent this from dropping due to leaf decay
So it seems like you put in sapling as an item to watch and then put the no_decay flag... Or something around those lines. Haven't actually messed with that plugin.
