Grounder
Grounder - Stop creative mode abuse!:

Grounder is a plugin created with one goal, controlling creative mode. Most plugins just check to see if the sender can give them creative mode. Grounder on the other hand checks to see if the player can keep creative mode. Have you ever had people being put into creative mode on a world that they shouldn't have been? Grounder will stop these rule breakers in their tracks.
Features:
- Bukkit Permissions
- Actively blocks illegal gamemode changes (Survival to creative only at the moment)
- Actively scan for illegal gamemodes (Creative only at the moment)
- Log to console when a gamemode is changed by Grounder.
- Light weight mode to disable everything but gamemode change checks (Recommended for big servers).
How to use:
- Download and drop Grounder.jar in your plugins folder
- Add the appropriate permission node(s) to whomever you would like to be allowed in creative mode.
- Disable heavy weight mode if you don't want it.
- Done!
Permissions:
Grounder uses the Bukkit permissions system. This means that if a player is an OP he will have "grounder.permit" regardless.
- grounder.permit - Creative mode access
- grounder.permit.deposit - Access to chest, dispensers, etc.
- grounder.permit.build - Allowed to building
- grounder.permit.drop - Allowed to drop items
- grounder.permit.keepinventory - Keep inventory on a Creative to Survival gamemode change.
Some things to note:
- Grounder should be used with Java 7, it was built on JDK 7 and tested on JRE 7, results on older versions of java may differ from those described above.

First of all very sorry for the very late reply. Grounder is not high on my priorities list seeing as it does it's job well. I am sorry to say this mod provides no functionality to change the game mode. Only to monitor what happens after the game mode change.
Does this allow non-operators to change themselves into Creative/Survival? I've tried: ShortGameMode, GMNP, FastGameMode,
If you could tell me whether or not this one passes the default OP permission, I'd appreciate it. ~ Dan.

Thanks, while I do my work on JDK 7 to my knowledge I haven't used anything that would break on JDK 6.
Cool plugin. One of the better gamemode changers, however, not supporting Java 6 ( and therefore OpenJDK ) I feel is a big mistake. Many minecraft servers are run on Linux hosts like my own, and have hosts who would rather use the open source solutions to Java. Just my input.
Uploading v1.5 fixes minecarts and various other bugs. (Also sorry to the person that just approved 1.4)
1.3 Out now adds a light weight mode which only checks the gamemode change (Disables everything but stopping admins from giving normal players creative mode).
1.1 out not much added just changed the event system.
