7.2.1 Fixes

• Using /RestoreNature near y = 0 works again, and doesn't post an error message in the server log.

• Tree tops which get automatically removed and replanted are now (once again) planting the correct sapling type.

• The spam blocker now (once again) bans or kicks spammers when they deserve it.

Those last two of bugs were breakages introduced by the Bukkit team. I apologize on their behalf for the inconvenience, and thank you all very much for bringing all of these problems to my attention. :)
