3.4.1 Fixes!

• Significant performance improvement. Trading-off a small slowdown during boot for a big payoff during server up time.

• The "all caps" mitigation feature was a little overzealous. Now it will allow your players to use their favorite emoticons again.

• Very minor improvements to /RestoreNature to account for "floating long grass" and restoring nature underneath an existing claim.

• Now insisting Multiverse loads before GP, since it might help admins with multiple worlds avoid error messages during boot.
