2.4 Updates!

• I screwed up the 15 block radius around players for placing lava. It works now.
• Players may not place lava in brand new claims or recently expanded claims. They have to wait an hour. Players with "griefprevention.lava" permission don't have to wait the hour.
• You may have noticed that since the CB beta, lava and lightning have been lighting fires which don't spread, destroy blocks, or burn out. I think that's fixed.
