What steps will reproduce the problem?
1. Trying to build an alter.
2.God won't select a priest.
3.

What is the expected output? What do you see instead?
When someone without OP is trying to build an alter they get an error telling them they don't have permission to build it.
But I have gone over my permissions list several times and they have the "gods.*" permission

On nr 2 I have no idea how the plugin selects a priest so can't tell if its a bug or just takes a looong time.
MinBelieversForPriest is sett to 2 and there is 5 belivers.
What version of the product are you using?

I have fixed some permission issues in 0.4.7.

This should fix your problems, so please re-test.
