What steps will reproduce the problem?
1.Difficult as happens at randon

What is the expected output? What do you see instead?
I expect it to give a player xp but it often takes instead

What version of the product are you using?
The 1.7.4 version but I have spigot 1.8

Do you have an error log of what happened?
Nothing shows in error logs

Please provide any additional information below.

here is the commands I use..
    commands:
    - '/give {username} 264 3'
    - '/xp give {username} 250'

Works perfectly 75% of time , must be a confliction with newer spigot ?
