What is the enhancement in mind? How should it look and feel?

In the plugin SVL or SimpleVoteListener, they have it so when a player votes you can make it so it will dispatch a command sometime after he has voted.  For instance, I use that plugin to make it so when a player votes on my Creative server they have access to worldedit for 2 hours.

Please provide any additional information below.

Nothing much, just an option to allow commands to dispatch at a time after the player has voted.
