With this update, you should go into your config file and set "workaroundotherpluginsbugs" to FALSE, unless you have a problematic anti-grief plugin like WorldGuard or EssentialsProtect installed.

The "fewer seeds" for farming isn't working properly.  This may also apply to melon seeds as well as wheat and nether wart.
