FluidFlow
FluidFlow acts as a manager for other fluid plugins that are built against it. This fluid behavior can also be used on blocks other than water and lava allowing for devs to make flowing obsidian, glass, or even bedrock (if they so choose)
Each fluid gets its own config file that is held in the FluidFlow data folder, all of the configuration for the base FluidFlow plugin is held in FluidFlow.yml which is also contained in the FluidFlow data folder
This software is compiled with Java 7, failure to use Java 7 will result in the plugin not loading!

TODO:
1) Post link(s) to some default fluids
2) Get other developers fluids on fluid page (if any)
Can you post your classic lava addon for this?
Someone would have to make a fluid using this plugin in order to change behavior
any configuration files would be created automatically, since there are no fluids (afaik) that others have made and I haven't posted an example yet, it is useless
as the description says, this is merely a manager of other fluids that extend on this system, unless someone writes the plugin to change how water behaves for your server, it will not change
How does one use this? I've been looking into this trying to make water flow slower in hopes of getting rid of infinite water generators, yet I've been getting no visible effect no matter how I configure the generated yml.
EDIT: Nevermind, just was a case of not reading. Do you make a configuration on the source block data value of the custom liquid?
First! :D lol great plugin
