    What steps will reproduce the problem?
    1. Set broadcast-bid-updates to false in the config.

    Problem:
    Bidders are not being notified of bid updates when they are bidding or are the previous highest bidder.

    What version of the product are you using?
    3.0.4

    Do you have an error log of what happened?
    No errors.
