Changed default config so that it gives a normal flying experience out-of-the-box.
Added time support: Control what time of day players are allowed to fly.
Added weather support: Control under what weather conditions players are allowed to fly.
Added minimum balance requirement: Players must have a minimum balance to start flying.
Control over sprint flying is buggy at the moment because Bukkit does not correctly cancel PlayerToggleSprintEvent events. There is nothing to do except to wait for them to fix it.
