Flags Border Patrol Module

• Flight is no longer removed if the server is set to allow flight or the player is in Creative Mode
• Flight now has Trust which prevents flight from being removed if the player is trusted in the area they are moving to. (thanks to cust0dian)
• Flight now has bypass preventing removal (including ops and wildcard permissions). (thanks to cust0dian)

Flags Alpha

• Fixes problem with file encoding and color codes.
• Fixes various permissions issues
• Adds new flag registration to API for custom 3rd party flags.
• Separated flags into modules you can choose from.
• Adds Flight flag to BorderPatrol module.

Old versions of message.yml are incompatible with this build.
