FC_Announcer
FC_Announcer is a highly advanced automatic announcing announcer/broadcast plugin that grants absolute mastery over automatic server announcements. FC_Announcer allows you to create and manage groups of announcements that are customizable by permission, zone, and world. This allows one to specify the exact target groups of announcements. Edit the configuration file or read the one page of help and use commands, either way, the days of undesired announcements are over!
To demonstrate the power of FC_Announcer, I present a perfect example utilizing all of the features of FC_Announcer. Please note though, this is the most complex example that can be given demonstrating all features.
Problem: You want to create a jail where jailed players see the rules being repeated over and over again. However, it is imperative that visitors to the jail, aka non-jailed players, do not see these rules. As well, you have jails in other worlds and you don't want to worry about players in different jails in different worlds seeing overlapping announcements.
Solution: Create your normal announcements that you want. Then you set up the zone for that jail as well as define the worlds. After giving the "Jailed" group on your server permission to see the announcements, you now have a perfect jail that will repeat rules to only jailed players in certain worlds.

I figured out that I needed to download the .zip from 4.1, but it isnt included in 4.1.1.. o.O
Pick a number from 0 to 1000, lets say you have no announcements so you pick 0.
Type: /announcer set 0 Register for member rank to guest group.
Then give the guest group the permission, FC_Announcer.view.0.
If you pick like 500, then you will have to reload/restart your server so that the announcement will be compressed and then give the permission corresponding to the new announcement group number.
if i for example want to add announcement Register for member rank to guest group HOW DO I DO? plz answer i cant figure this out

I just have a minior problem. Is there anyway you could change in the config so that it doesnt care if a person has OP or not?
Right now since I'm OP I recieve all announcements, when I only want to recieve from the group I have permission for. As soon as I remove OP from myself I gain only the messages I have permission for, which is what I want.
I should get a twitter, haha. I have actually finished coding the majority of the stuff I want, this is like a preview. I know this update is heavily delayed but meh it's better than being buggy/incomplete:
edit 1:Finally got the update out, whew. That was a solid coding session, back to coding my other plugins, the coding never ends, yay me! I'll be on standby for new tickets if there are any bugs or issues at all!
edit 2: Took it down, found a few small bugs and had some good ideas... of course, good thing it wasn't approved yet! I will be working on the bugs and reuploading soon. I might actually release the next one as a "temporary" version as I had a really good idea while in the shower for how to simplify the code in this plugin while simultaneously fixing every bug.
edit 3: Front page updated for zones and the new version is uploaded. Enjoy everybody. :D
Ok I'm back in development hardcore again. Just finished updating FC_Bounties, going to be working on the announcer tomorrow, trying to get Github stuff going now, never used it before, always a fun new experience though, hehe.
Yeah I know now, it won't work, I'll be testing it hardcore to get it to work, expect an update tomorrow on this (I use GM now so it will definitely be updated very soon).

Doesn't work with group manager
I have enabled the ticketing server for this plugin.
Please use this in the future for issues. I will post a template soon for how to report issues, it will be in the description.

I noticed that my list command is pretty bad. It doesn't really work. I hadn't really tested it extensively enough. I'm going to update it and probably readd the command "enabled" to see what groups are enabled, even though they will always be 0,1,2,3,4 (counting up), etc.
I'll also have zones and 100% sure group manager support. I've got a bunch of stuff to do now. I have to start working on FC_Rpg so I'm going to be still keeping support up and I still want to do zones but my window of time to add tons of new stuff is pretty much gone, at least for now.
So anyway, going forward, expect no really really big features except zones/multiworld-support/pay for a broadcast option. Those will all be in the next big release and there will be more big fixes. But that's about it, yeah. I hope people are happy with the plugin and I'll keep working on it and I hope it's just happy fun fest for all.
Hm, could you actually test if it works? I have noooooooo idea how Essentials Group Manager works (not that I can't learn). But it would definitely be way easier if somebody with it tries. Vault says it supports a "GroupManager", and that plugin goes the Essentials help pages so I'm thinking it's the Essentials Group Manager. I could be wrong though. :P
I'll do it later if you are unwilling/unable but I can't do it atm.

Alright I did a good bit of testing and put a new version up. It should "hopefully" fix everything... again, lol. I doubt everything is fixed, something always slips in, but at the very least a lot more is working better than before.
I also added Vault support.
Oh and thanks for the 1,000 downloads guys! Wewt, free Curse Premium! (Well I don't even use it), but still, free stuff! Lol. Anyway, even though I have it I don't plan to slow down at all, I wasn't doing this for the Curse Premium (ok I really was), but still! I do actually use this and need it updated and want to make it amazing. So yeah, more awesome incoming. Hold onto your socks.
I did not realize that Vault was a permissions API as well! This shall make my updating much more quick. o.o
I didn't realize until just now. Haha. I thought it only handled economy.

Ok, so you're adding superperms checks/vault support in a near future so people without PEX can use this? :)
