Configuration Added:
Config.yml will be created to configure events and effects (Configuration)
Permissions Added:
- eventexempt.move - exempts a player from recieving effects when they move.
- eventexempt.itembreak - exempts a player from recieving effects when they break an item (axe, sword...).
- eventexempt.expchange - exempts a player from recieving effects when their exp changes naturally.
- eventexempt.changedworld - exempts a player from recieving effects when they change world.
- eventexempt.bedenter - exempts a player from recieving effects when they enter a bed.
- eventexempt.notmove - exempts a player from recieving effects when they do not move.
- eventexempt.damagebyentity - exempts a player from recieving effects when they are damaged by an entity.
- eventexempt.playerenchant - exempts a player from recieving effects when they enchant an item.
(Respawning event and NotMoving event are not working)

New Features:
- Gives every player the confusion effect for 10 seconds when they teleport.
- Permission nodes for each event, to exempt a player from receiving the effects from those events, Ops are exempt by default.
- Joining the server will also give a confusion effect + Respawning will give a confusing effect and damage resistance effect.
Permissions Added:
- eventexempt.* - exempts a player from recieving effects from all events.
- eventexempt.teleportation - exempts a player from recieving effects when they teleport.
- eventexempt.respawn - exempts a player from recieving effects when they respawn.
- eventexempt.join - exempts a player from recieving effects when they join.
