EM v4.5.2 Patch build

Changelog compared to last release (4.5.1)

• Added config option to disable messages to get sent to players when they try but can't do something
• New method for disabling all xp, works more effectively with exp dropped from blocks
• Removed unused config values that didn't do anything in the actual code
• Removed a few debug messages that weren't meant to be in the final code
• Added Splash-Potion and regular Potion blocking, with permissions for each of them
• A few changes to the /em command, the version displayed is now always accurate
