EM v4.4.1 Patch build

Changelog compared to last release (4.4)

• Removed dispenser delay code
• Massive cuts to file size. Removed unneeded code and improved existing code
• Fixed using certain commands from console causing a "crash"
• Cut a lot of pointless api code since I'm 99% sure not a single person used it
• Various bug fixes, small performance tuneups, and code revisions.
