EM v3.6.1 Patch build

Changelog compared to last release (3.6)

• Fixed bug in ender eye blocking, now works.
• Fixed bug in throwing blocking, now affects all worlds if specified
• Fixed permissions in throwing, all follow 'entitymanager.throw.<object>
• Added a sub category of permissions for throwing, 'entitymanager.throw.*'.

1. When blocking enchanting, if a user tries to enchant the event is called multiple times, causing 2-4 messages to be spammed.
