To change the target/pause a converter, you must be the owner (you built it), or you have "ec.edit"
To break your own converter, you must have "ec.build"
To break someone else's converter, you must have "ec.build" and "ec,edit" (or "ec.*")
There are still a lot of blocks/items that do not have EMC values. This can be manually edited into the config, and I will eventually patch it in. About half of 1.3 items and ALL of 1.4 items are EMC-less...
